Dinghuan Shi: Improve Standard Systems and Build up a Record of Credibility to Promote the Sustainab

On 13-14 March 2017, the “All Quality Matters” 2017 Solar Congress and Award Ceremony organized by the TÜV Rheinland Group (TÜV Rheinland) were held in Wuxi, Jiangsu. Dinghuan Shi, former President of the China Renewable Energy Society, again tookcame to the stage to raise the participants’ awareness of the benefitsoutlook of renewable energy. 


As his ten-minute opening address was very short, Dinghuan Shi gave an exclusive interview with SolarBe.com, explaining that the development of the photovoltaics (PV) industry is dependent on three key issues: the international market, product quality and energy storage.


To what extent is China’s PV industry aligned with international standards?

According to statistics provided by the Ministry of Industry and Information Technology of the People’s Republic of China, the output of polysilicon in 2016 was 194,000 tons, with a YOY growth of 17.5%; the output of silicon wafers was 63 GW, with a YOY growth of 31.2%; the output of PV batteries was 49 GW, with a YOY growth of 19.5%; and the output of PV modules was 53 GW, with a YOY growth of 20.7%.


Although China’s newly installed PV generation capacity reached 34.54 GW in 2016, this production capacity was not fully digested. In line with the strategic requirements of the “Belt and Road” initiative, going global has become the inevitable choice for the PV industry.


Shi DinghuanDinghuan Shi said that the development of the PV industry is critical to international cooperation. “China can draw on the experience of renewable energy laws and electricity pricing systems implemented in foreign countries, and many talented individuals working at a high level in China’s PV industry have studied abroad”. As well as increasing PV production capacity and promoting scientific-technical progress within China, we can disseminate our technologies, products and experiences abroad. This is a process of mutual exchange and promotion.


How can the quality of PV products be ensured?

Quality is critical to the survival of an enterprise. If the enterprise abandons quality in pursuit of short-term goals, it will itself be abandoned by the industry. 


Dinghuan Shi stated that while enhancing industrial self-discipline, we should also establish a sound system of standards and strengthen the role of third-party inspection and certification bodies. He argued that this is the only way to ensure the stability and sustainability of the PV industry, which will play a major role in China’s energy transformation.


Nothing can be accomplished without norms or standards. Dinghuan Shi stressed that we need to gradually improve existing standards and establish a more stringent and internationally compatible system of standards. Based on existing national and industry-level standards, we can then form a relatively advanced alliance of standards to lead the development of the industry. Due to the vast scope of China’s territory, resulting in considerable variation in resource distribution and product performance requirements, standards must be subdivided to provide a reliable guide for customers. 


Shi DinghuanDinghuan Shi also noted that the importance of inspection and certification bodies is undisputed, and that strict inspection and certification are vital to fashion a publicly accountable and transparent system. “We must establish ‘credit files’ in the industry, rapidly remove illegal enterprises and guarantee the purity of the market”. Activities Forums like TÜV Rheinland’s “All Quality Matters” Solar Congress enhance quality awareness across the industry, lead enterprises to meet higher standards with more advanced products, improve product quality and competitiveness and ultimately advance industrial progress.


Integration of PV with energy storage and the new distributed PV market

With the development of distributed PV, the integration of PV technology with energy storage has once again become a hot topic. As PV power operates during the day, and household electricity usually peaks in the evening, a reliable, safe and low-cost energy storage system is necessary. Dinghuan Shi pointed out that energy storage technology remains under development; it is still relatively expensive, and technological problems persist, especially in relation to safety. “Existing energy storage products such as cellphone batteries and vehicle batteries, even those with famous brands, have experienced fires, exploded and caused other accidents. Therefore, the safety of energy storage will be our top priority to fulfill our responsibility to our customers”.


As market demand for PV energy storage increases, it will only be a matter of time before the energy storage industry realises the required cost reduction through technological progress. Dinghuan Shi predicted that together, traditional lithium batteries and new flow batteries will enlarge the space for development and create a big new market for distributed PV energy storage.
